Some BackgroundFourteen years back, Rafi Rotem uncovered major criminal conduct patterns prevailing in Israeli Administration offices. It started with the Tax Administration, where Rotem had come across senior officials with close ties to crime families and tycoons, affording them far-reaching tax benefits and beyond that. It continued from there to other authority offices.
From the moment he disclosed the corruption case, Rafi Rotem got exposed to a well-lubricated mechanism of mutual protection schemes, involving the various authority branches. The Judiciary, the Police, the State Prosecutor's Office and the State Comptroller, all of whom have come out to shield senior officials at the Tax Administration; it is still going on, to this day. The top key person in the whitewashing and persecution campaigns, is Ruth David; at the time, she served as Tel Aviv District Attorney. After she had been presented with documentation detailing the wrongdoings, she dismissed the whole corruption case, in less than 3 business days!
Rafi Rotem asserted then she was corrupt, yet most people believed he was talking nonsense. Only later did it surface that everything he said was so. Had people listened then, many injustices could have been prevented.
There’s no doubt the exposure Rafi Rotem and his colleagues had provided, started a chain of welcome changes. Some of the senior officials were sentenced and the Tax Administration toughened its procedures; certain things have definitely improved. However, many defects remain unaddressed. The majority of senior officials Rotem and his colleagues had complained about, went unscathed; some of them even got promoted(!), while others, by their own initiative, got job positions with those past clients who “owed them a favor”.
Rotem and his colleagues firmly believe that exposing corruption is a must, regardless of the extremely heavy toll they’ve had to endure.
The time when Rotem and fellow officers at the Tax Administration brought to light their findings, was a pre Facebook, Twitter and alternative press era. Their cries could only remotely be heard. So the culprits joined by their junta associates, judges, police and prosecutors readily pushed Rotem and his colleagues into a dead-end corner.
In today’s era, we’re succeeding in bringing the wide-spread corruption phenomenon to public awareness. More and more people are joining the fight for a conscionable state and a law-abiding conduct.
Our Purpose and Plan for ActionCurrently, we’re preparing to file a number of claims against the State.
Claims we intend to submit:
- High Court of Justice Vs. Police Department and State Comptroller for refusing to investigate criminal charges against Ruth David
- Rafi Rotem’s personal claim against Ruth David for breach of Government Promise.
- Rotem's personal claim against police officers who beat him up while he was locked away in a jail cell handcuffed and foot-cuffed.
- To have this subject matter receive the merited exposure it deserves; to have justice prevail.
- To encourage and support future whistleblowers, letting them know we don’t and won’t accept corruption for a norm.
- Our mutual goal is to reinstitute honorable living standards in our country, so people can confide in elected officials, in formal procedures and governmental institutions.
What’s NeededTo file court claims, we need the service of skilled attorneys. We plan to submit 3 major claims, which entail financial resources and proper support. Attorney charges average between 50,000 NIS and 70,000 NIS per claim; currently, these are the ongoing rates. And we have a significant workload in here.
We are fighting for justice, the rule of law and the upholding of Israeli democracy.
